The town of Huaura, opposite Huacho, is where José de San Martín is said to have first proclaimed Peru’s independence a full six months before his famous declaration in Lima. On the town's Plaza de Armas there is an inconsequential museum where a Spanish-speaking guide can show you the balcony from where the desire for self-rule was decreed – it now overlooks a fried-chicken restaurant.
